As previously announced, Council received a petition to remove Dimples Stump from her position as Councillor.
The process set out in the Piikani Nation Election Bylaw and Regulations, 2002, as amended to deal with a petition has been followed. As required by the Bylaw, the members of the Piikani Nation Removal Appeals Board were appointed and the petition was referred to the Board for a hearing. The members of the Board are independent of Council and once a petition has been referred to them, Council does not have any further involvement in the process.
On February 17, 2026, the Board held a hearing into the petition matter. Under the Bylaw, the Board is to determine whether Dimples Stump has failed to meet the standard of conduct expected of a member of the Piikani Nation Council and is therefore ineligible to continue to hold the office of Councillor. Section 11.06 of the Bylaw sets out what factors the Board is to take into consideration in making its decision.
On April 17, 2026, the Board issued its decision ("Decision"). The Board found that Dimples Stump failed to meet the standard of conduct expected of a member of the Piikani Nation Council on four grounds:
- failing to act in accordance with Piikanissini;
- abuse of office;
- undermining the lawful authority of Council; and
- acting independently without Council approval.
The Board found that two additional grounds, absence from four consecutive meetings and ceasing to remain eligible, were not made out on the evidence.
Pursuant to section 11.07 of the Election Bylaw, the Board ordered Councillor Dimples Stump removed from office effective immediately.
